How Should U.S. Government Apportion the Right to Pollute?
Democratic leaders of the House Energy and Commerce Committee have reached agreement on the distribution of hundreds of billions of dollars in allowances that would be used for compliance with a new U.S. climate policy, according to a summary of their proposal.Reps. Henry Waxman of California and Ed Markey of Massachusetts circulated the proposed allowance allocations last night to committee Democrats ahead of next week's planned markup of the climate and energy bill. The complete legislative text, expected to fill about 1,000 pages, will be released later today, Democratic aides said. [More]

Endangered African antelope win protection from American hunters
Until last week, U.S. trophy hunters had the legal right to hunt three species of endangered African game at American ranches, thanks to a “blanket exemption” to the Endangered Species Act issued during the Bush administration. 50 Years Ago: Making and Forecasting Ocean Waves
AUGUST 1959 WAVES-- "Man would like to learn the ways of the waves merely by watching them, but he cannot, because they set him dreaming. Try to count a hundred waves sometime and see. The questions asked by the wave watchers are nonetheless being answered by intensive studies of the sea and by the examination of waves in large experimental tanks. The new knowledge has made it possible to measure the power and to forecast the actions of waves for the welfare of those who live and work on the sea and along its shores. In the large tank at the Stevens Institute of Technology in Hoboken, New Jersey, artificial irregular waves approach the variability of those in the deep ocean. In our photograph, the ship model proceeds under its own power; its motions are recorded by means of the apparatus above it." [More]

Another Inconvenient Truth: The World's Growing Population Poses a Malthusian Dilemma
By 2050, the world will host nine billion people --and that's if population growth slows in much of the developing world. Today, at least one billion people are chronically malnourished or starving. Simply to maintain that sad state of affairs would require the clearing (read: deforestation) of 900 million additional hectares of land, according to Pedro Sanchez, director of the Tropical Agriculture and Rural Environment Program at The Earth Institute at Columbia University. Copenhagen: No 'Pass' for Developing Countries
COPENHAGEN -- The top U.S. climate negotiator stressed today that the next international global warming agreement must include major commitments from a suite of fast-growing countries; otherwise, greenhouse gas emissions will go up too fast to solve the problem."If you care about the science -- and we do -- there's no way to solve this problem by giving the major developing countries a pass," State Department envoy Todd Stern told reporters during the third day of U.N. climate talks here. "We're not talking about the same kind of need for actions from the vast majority of developing countries. But the major ones, it's going to be absolutely essential." [More]
